dangerous substances in containers such as drums, bottles, carboys and skips are due to come into effect on April 6, 1987.
Additional regulations requiring the instruction and training of drivers of vehicles carrying dangerous substances in small packages will come into effect on April 6, 1988.
The Road Traffic (Carriage of Dangerous Substances in Packages) Regulations 1986 (PGR) covers both manufacturers and suppliers of dangerous substances, as well as vehicle operators and drivers.
Major features of PGR include:
E Proper design, construction and maintenance of vehicles used to carry dangerous substances.
LI Provision by the consignor of sufficient and accurate information about the load to the vehicle operator.
D Carrying of information about the load in writing (Tremcards) by drivers. El Adequate instruction and training for drivers (from April 6, 1988).
O Oblig4ions on loading, unloading and stowage.
El Fitting of orange warning plates on vehicles.
