Which of the following most accurately describes the problem?

owner-driver Gary Edwards, trading as Hodnet Transport, paying fines and costs totalling .21,050 when he appeared before local magistrates.

Edwards admitted five offences of failing to produce tachograph records, five offences of excessive hours and one offence of making a false entry in a tachograph chart.

Patrick McKnight, prosecuting for the West Midlands Traffic Area, said that a large number of discrepancies were discovered when records for the months of December and January were checked by a traffic examiner. A large number of charts were missing and hours offences were apparent. In addition there were two charts dated January 6, one in the name of Edwards and one in the name of C T Noden. When the latter chart was checked against other charts in the name of Noden it was seen that the handwriting was different.
