THE annual Henry Spurrier memorial lecture to the Chartered Institute of Transport is to be given by Mr Leslie Smith. general manager of Leicester City Transport. He will be speaking on "Public transport and local government re-organisation" and the lecture takes place at the Commonwealth Hall, Royal Commonwealth Society, 1620 Craven Street, London WC2 at 17.45 on Monday December 9.
