THE dock labour scheme is outmoded and its extention to other ports is tinjustified, the Freight Transport Association has told the Government.
Failure to achieve harmonious labour relations had been reflected in unreliability, inefficiency and lack of productivity, says the FTA. and users had moved their business to ports outside the scheme. Measures to improve the status and conditions of the dock worker had not resulted in improvements in productivity and disruptive industrial action had continued.
The FTA says that flexible attitudes to labour were required to match developments in the movement of cargoes. An example was the development of containerization and the corresponding extension of "dockwork" to include activities like container stuffing. This was illogical and would have serious effects on efficiency and cost.
