Which of the following most accurately describes the problem?

THE DoE has announced that it is making it easier for British hauliers to obtain permits for journeys between Britain and Austria. Hauliers with an allocation of permits under the West German quota who wish to operate to Austria may apply for Austrian permits to the Department's International Road Freight office, 36-42 Low Friar Street, Newcastle upon Tyne.

Although only a limited number of Austrian permits will be issued at any one time, further applications will be considered when both West German and Austrian permits have been returned to the IRFO after use.

British operators will also be entitled to Austrian permits if they can provide evidence of use of the West German Federal Railways road/rail system on both outward and return journeys.
