Which of the following most accurately describes the problem?

• Ribble Motor Services Ltd., Preston, the State-owned undertaking operating throughout the North West, was fined £85 with £24 costs in Bolton last week for permitting drivers to take insufficient hours of rest and the 11 drivers were fined between £5 and £15 each with £1 advocate's fees for not taking the required rest periods.

Prosecuting, Mr. D. Fazackerley said the drivers had been interviewed by a Ministry traffic examiner: they told him that if they did not do the overtime they would be offered no more for a month. The company had been found committing a similar offence in Blackpool and the chairman of the North Western Traffic Commissioners had written a personal letter to Ribble's chairman who had acknowledged the letter with the assur ance that this would not happen again, the magistrates were told. The offences had been committed at the company's Bolton depot during a period when there were heavy coach party bookings.

For the company and drivers, Mr. F. D. Walker said although the men had been on duty for long periods, it did not follow that they had been driving all the time.
