Which of the following most accurately describes the problem?

• The issue of certificates of temporary exemption in cases where exceptional circumstances (such as' a local emergency) prevent the plating and testing of a vehicle by the due date, was the subject of an amendment to the Goods Vehicles (Plating and Testing) Regulations 1968 laid before Parliament last week by the Minister of Transport.

Mr. Marsh also introduced a minor amendment providing for the exemption from plating and testing of a towing vehicle used only to draw a semi-trailer falling within one of' four classes already exempted, that is, semi-trailers equipped only with over-run brakes, those which are living vans or mobile clinics and those used for no other purpose but -special types" operations, for example the carrying of abnormal indivisible loads.

The new regulations also extend the definition of the Standard Lists which now includes those Parts and Amendments of the lists which have been published since the Plating and Testing Regulations were first amended last July.
