Which of the following most accurately describes the problem?

• • Ford has introduced a new scheme to help transport men keep within the plating and testing laws. Through selected Ford truck specialist dealers, it has established a national network of specialists who will offer operators a full-scale safety service. Under the scheme vehicles vvill be put through duplicate MoT checks to make sure they have the best possible chance of passing the actual Ministry test first time. This scheme will be open not only to Ford users but to users of other vehicle makes.

The new Ford test centres have been located throughout the country to match vehicle "populations". By January, 58 centres will be fully operational, and a minimum target of 82 centres is planned for March.

To tell operators about the scheme and the regulations, Ford has published a new book called An Operator's Guide to Maintenance, Operation, Testing. It also includes a list of Ford dealers offering pre-MoT test facilities.
