Which of the following most accurately describes the problem?

• A call for stern action by Mrs. Barbara Castle, Secretary for Employment and Productivity, if the Prices and Incomes Board finds that wage agreements in road haulage undertakings are not matched by increase in productivity, was made last Friday by Mr. Noel Wynn, RHA chairman, who Was speaking at the associations Newport, sub-area annual dinner.

Referring to the "further knocking meted out to the motor and road transport industry by the Chancellor of the Exchequer," Mr. Wynn continued: "Road hauliers, if they are to remain viable, must look at their costings and my guess is that all will find that they cannot absorb this latest burden on their costs. This means that inevitably road haulage rates must go up.

"Another creeping burden on costs is the increasing wage rates being demanded—and being obtained in certain areas by means that, to say the least, are pretty ruthless—by the unions with little or no increase in productivity.

"The report of the National Board of Prices and Incomes on various so-called productivity agreements cannot come quickly enough and . . I sincerely hope that the Secretary for Employment and Productivity will take stern action to assist employers who are as concerned as she is in upholding the prices and incomes policy.

"The RHA has done everything within its, power to support the policy of keeping prices and incomes stable but if Mrs. Castle and her department do not assist, so far as road haulage is concerned, the policy is bound to become a dead letter."
