Which of the following most accurately describes the problem?

ADEVICE which, it is claimed, prevents any person knocked down by a vehicle being run over by the front wheels is to be marketed shortly by Atkins Safety Devices, Ltd., 9, Queen's Road, Wimbledon, London, S.W.19,

Known as the Atkins Patent Lifeguard, the device consists of a light tubular framework, with strong wiremesh insertions, attached to the stub axles. The framework covers the inside of the wheel, and, in addition, there is a suitably curved panel in front of the wheel.

To give ample clearance when not in use, the bottom section of both the side and front panels are hinged, and during normal running these lie in a horizontal position. Immediately an object is touched, however lightly, by the curved panel in. front of the wheel, the bottom panels at the side and front of the guard are released and drop down, completely covering the wheel. As the guards are attached to the stub axles the device is equally effective when the wheels are turned.

Risk of death or serious injury is much diminished, it is claimed, as the body is always pushed, clear of the wheel. The apparatus is neat in appearance and is entirely automatic in action. The device complies fully with the clearance regulations.
