Which of the following most accurately describes the problem?

A recommendation in favour of raising the speed limit for heavy commercial vehicles was put forward at a meeting of the council of Leeds Chamber of Commerce by the road transport section. Mr. W. Holdsworth said that it was desired to have the speed limit raised to 30 m.p.h., except in the case of vehicles drawing trailers, for which the section was satisfied that the present limit of 20 m.p.h. was sufficient.

The abolition of 4d. duty on oil fuel was also urged.
