Which of the following most accurately describes the problem?

• North Western Licensing Authority Martin Albu has granted Alan Yoxall of Malpas an increased vehicle and trailer authorisation, despite objections from Crewe and Nantwich Borough Council and local residents.

Yoxall had applied to increase his restricted licence from one vehicle to two vehicles and two trailers. He told the LA that the additional authorisation would be for a 28-tonne vehicle, one flat trailer and a cattle trailer. These vehicles would be used on farm work, For the council, planning officer David Cross said the council was objecting to the increased use, as agricultural use could not justify an increased authorisation.

These vehicles would be an unwarranted visual intrusion in the area of particular landscape value, he said.

Three residents complained about visual intrusion, the smell of diesel fumes and noise. They were particularly concerned with the noise of vehicles starting up late at nights and on Sundays.

Granting the increase, Albu said that there were not sufficient grounds to refuse the application.

It was a matter of balance, he did not feel that the extra vehicles would increase the disturbance already suffered.
