• International haulier H W Services (Containers) has had its application for a licence in the North Western Traffic Area refused, and its existing interim licence terminated.
Acting North Western Licensing Authority Keith Waterworth, however, has directed that his decision should not take effect for four days in order to give the South Eastern Licensing Authority time in which to consider issuing the company with an interim licence, pending a decision on a licence application it has made in that area.
Last year the North Western Licensing Authority adjourned a bid by the company for a licence for four vehicles and five trailers based at Holywell, North Wales, on the grounds that the company's operating centre was in the South East because that was where the drivers were parking the vehicles when not in use. In May its interim licence was extended until November, after it was said permission had now been obtained for the use of an
operating centre in Kent (CM 30 May).
Waterworth said it had come to his notice that the company was seeking a licence in the South East. That had always been a proper course, and the interim licences had been issued to enable it to operate legally until making application in the South East. In his opinion the company did not have an operating centre in the North West and it was therefore ineligible to apply for a licence in his Traffic Area.
The company's application for a substantive licence was received by the South Eastern Traffic Area on 6 July, but no application has so far been made for an interim licence.
