Which of the following most accurately describes the problem?

OPERATORS running day and weekend trips to France and Belgium are being advised that their passengers should carry permanent or temporary passports, as authorities in France are refusing access to some passengers carrying 60-hour identity cards.

The main problems are being experienced by passengers who are classified as Commonwealth citizens by the 1981 Immigration Act, and coloured passengers seem to be most at risk.

However, the Bus and Coach Council is advising that all passengers should carry passports to avoid any chance of trouble.

The Foreign Office wants to hear of any operators' problems.
