Which of the following most accurately describes the problem?

76-tonners gain but heavies hit by £888

operator. A 16-tonner doing 500 miles a week at 12 miles per gallon would be saving £65 a year with the proposed system.

And a 10-tonner doing 500 miles a week per gallon will actually break even — there is no change in the running costs.

But it is at the heavy end of the market where the changes will be felt. A 32-tonner travelling from Glasgow to Lon don twice a week-aroung 2,000 miles — will cost an extra £888 in fuel a year. Even taking away his present road tax of £611.95 the operator is still £888 out of pocket.

For smaller operators with petrol-driven vehicles the situation could be even worst. With the withdrawal of vehicle excise the price of petrol could rise very close to the magic £1 a gallon mark — an extra 20p on a gallon. Abolition of the vehic excise tax is a suggestion th has been around for son time, but it had been thoug to be dead since it was rejectl by the Chancellor before tl April Budget.

Now with the row ov public expenditure growir the possibility of resurrectir the scheme is growing as could mean a saving of arour 3,000 jobs at the controversi Driver and Vehicle Licensir Centre at Swansea.
