said that I needed an hgv driving licence to drive my vehicle because its unladen weight was just over 3 tons. The plated weight is under 7.5 tonnes. Has the law not been altered?

You are quite in order in driving the vehicle you quote without an hgv driving licence. The Road Traffic (Drivers' Ages and Hours of Work) Act 1976 made provision for an alteration in the description of a heavy goods vehicle in the Road Traffic Act 1972 and the Road Traffic (Drivers' Ages and Hours of Work) (Commencement) Order No 1 1976 brought these provisions into effect. Articulated vehicles still need an hgv driving licence but rigids plated under 7.5 tonnes (7.38 tons) gross do not.
