Which of the following most accurately describes the problem?

• The Road Haulage Association and the Freight Transport Association, who are responsible for the issue of TIR carnets in this country, report that the total number of carnets issued is 50 per cent up on the same period last year. The RHA has issued 15,700 against 10,400 last year; the FTA 2,440 against 1,340.

A spokesman for the RHA warned this week that applications for carnets should be made at least 48 hours before they are required and that clearance should be given by the customs office at the destination before the carnet is returned to the RHA. Operators were also warned that they would be liable to penalty if they used 6 valet carnets in those countries where the 14 volet camels are required.
