Which of the following most accurately describes the problem?

Commissioners, silting in Birmingham last week, viewed with great concern the failure of Midland Red to lodge an objection within the stipulated period to an application by Everton Coaches Ltd. for a holiday -period express service from Worcester to Margate. The hearing was adjourned until September or October.

Mr. J. B. Griffiths. for Midland Red, and Mr. J. D. Bodger. for Thames Valley Traction Co. Ltd. and East Kent Car Road Co. Ltd., applied for locuses to object. They were strongly opposed by Mr. D. Skelding, for Everton Coaches.

Because of an error in his office, explained Mr. Griffiths, it was not until some time after the closing date that he discovered an objection had not been lodged. Mr. Bodger said that his clients' objections were late because at the time they did not take the West Midland Notices and Proceedings. This had now been rectified.

Chairman of the Commissioners, Mr. J. Else, said the fundamental purpose of placing a time limit for objections was to prevent an applicant being taken by surprise. Licensing machinery was geared to this process.

Everton Coaches asked to run a Saturday service in June, July, August and the first two weeks of September, with picking-up points at Worcester, Furnhill Heath, Droitwich, Bromsgrove. Rubery and several points in Birmingham.

Thames Valley. East Kent and Midland Red objected.

Adjourning the hearing. the Commissioners granted a dispensation to Everton Coaches for this August for all pickingup points except Worcecter.
