THE Finance Panel of the S.J.C. has made a report to the full comniittee in connection with accountancy .queries of controlled undertakings, and suggestions have been made as to the procedure to be followed. If this be approVed by the Executive Committee and by the Controlled .Undertakings Panel; it will be circulated this week to all the undertakings and to the .S.J.C.

Examination of the vehicle makers' schedules of carrying capacities adopted by the Ministry has revealed no error of consequence, but if any comes to light it will be adjusted in relation to ,any vehicle affected, whether' or not a hiring agreement has been signed in respect of it. "

, Remuneration will usually be based on 'the makers' figures. if, however, these exceed the tyre load, then the latter will be taken as the basis for assessment, with an allowance up to 15 cwt. per vehicle in excess of the tyre maker's loading. Any difference above 15 cwt. will be considered on its merits. The tyre loads permitted by Tyre Control are based on full -specification tyres.

It is pointed out that the Ministry

will not accept any figure: in excess.of those of the makers by reason of the fact that helPer springs or heavier tyre equipment have been fitted. Where, however, the alteration takes the form of an additional axle or articulation of -the vehicle, an increase in pay load, in the same ratio as the makers allow for a similar alteration carried out by them, may be given, provided that the alteration has been carried. out by a recognized attachment manufacturer. Where carried out by -a_ haulier, the matter of . permissible increased pay load will be consideredon its Merits,

As regards trailer rates, t'he Ministry has ,agreed to include ,an element for the depreciation of laid-up trailets, at. suggested by the Panel. These trailer rates have already been published. In certain isolated cases, vehicles below 3 . tons carrying capacity have been hired. The Panel recognizes that rates for these should be fixed by individual negotiation according to. the special circumstances, and, that it should intervene only (1) if any operator has any difficulty in negotiating, or (2) if there be any evidence of such vehicles being hired in important numbers.
