Which of the following most accurately describes the problem?

AS CM WENT to press, the Irish Road Haulage Association (IRIIA) was calling on its members to join a protest rally at Dublin's Fast Link toll bridge on Wednesday 5 April.

The IRHA wants the protest to take place at a peak period of the day to maximise traffic disruption. It is part of a campaign for the removal of the toll on the bridge when the Port Tunnel is completed later this year.

The East Link connects Dublin's South Bank Quay with the rest of Dublin Port; hundreds of trucks use it each day.

The IRHA says its members should not have to pay a toll from the south of the city to access the new Port Tunnel. It claims that the Department of Transport promised to lift the toll, but so far the government has not included this in any of its strategy documents, IRHA members staged a protest earlier this year on the tolled M.4 motorway by blockading the tollbooths to highlight the high cost of the new road (CM 19 January).
