Which of the following most accurately describes the problem?

• TNT Express Europe has moved to buy XP, the international parcels subsidiary of Dutch airline KLM.

TNT's bid is being considered by the committee for merger affairs of the Dutch Social Economic Council, which has to give the go-ahead to major Dutch mergers. XP, which has its hub at Maas tricht, employs 1,150 staff; 224 in Holland and the rest in 17 depots throughout Europe. It operates in the UK.

TNT Express Europe, which has its Dutch base in Ede, is the fast expanding European parcels arm of the TNT group. KLM says it also wants to expand its own freight operations in Europe.
