Which of the following most accurately describes the problem?

• Fast-growing independent operator Devaway of Chester is set to expand into North Wales following the gain of four Clwyd County Council tenders, which start later this year.

The all-day service from Mold to Denbigh, now operated by former NBC company Crosville Wales, is the company's main gain within four contracts which are its first foothold in the area.

Devaway was started by former Crosville senior manager Brian Randall in late 1987 with a small number of routes in the Chester area.

Last year the company ex pansion took in minibus services in Ellsmere Port and bought its first coaches. An express service on behalf of Cheshire County Council is also operated from Chester to Altrincham.

The original fleet of seven secondhand Bristol REs has been increased to almost 20 through subsequent purchases.
