Which of the following most accurately describes the problem?

• Capital, the passenger watchdog group, has criticised Paul Channon's requirement for London Reg-lona! Transport to transfer the costs of providing a safe and reliable bus network from the taxpayer to "the passenger and other beneficiaries (CM 30 March-5 April)."

LAT Passenger Committee chairman Erie Midwinter says the Capital's public transport system should be regarded as a national asset. "We are convinced that the whole country falls into the category of 'other beneficiaries used by the Secretary of State' and so it is reasonable that they continue to bear some of the costs via central government funding," he says.
