As authorised international services are almost invariably worked jointly by operators from the main countries served by the route, the regulations would only require the British operator to apply for the road service licence. He would then be expected to declare the operating arrangements of the foreign partners.

As the Department of Transport has received "fairly frequent" complaints about accidents, delays or unfortunate experiences on unauthorised services between London and Greece, and although there have been a number of successful prosecutions as the law now stands, it does not permit a prohibition to be placed on foreign vehicles operating unauthorised services to non-EEC countries.

The proposed new regulations will require foreign vehicles operating on regular services to carry on an authorisation. As failure to carry an authorisation would enable a prohibition to be placed on a vehicle under Section 4 of the Road Traffic (Foreign Vehicles) Act 1972, this should make enforcement easier.
