Which of the following most accurately describes the problem?

• An appeal by Salopia Saloon Coaches Ltd against the decision of the North Western Traffic Commissioners to allow Smiths' Tours (Wigan) Ltd a road service licence, has partially failed.

The appeal arose from the decision to allow Smiths' to operate a feeder service from Wrexham to Chester connecting with an existing service from Llandudno to Wigan where there were further connections with extended domestic and foreign tours.

The Commissioners divided the licence with domestic tours on the one part and foreign tours on the other. The Environment Secretary has decided to accept the report of his inspector and has dismissed the appeal of Salopia against the decision so far as the domestic tours are affected. The appeal of Salopia that there was no opportunity for the company's objection to the Continental part of the application has been accepted and the Commissioners are required to hear further the objection of Salopia against the application of Smiths' concerning Continental operation.
