Which of the following most accurately describes the problem?

• Bus crews serving the Glasgow Corporation Pollok housing estate were fully justified in imposing a 6.30 pm curfew on services, according to CUr Tom McLaren, the Corporation's transport convener and chairman of the new Greater Glasgow PTA.

The curfew took place last week because the crews were having to face increasing vandalism. Out of the 111 buses garaged at the city's Gartcraig depot almost 25 per cent were off the road because of vandalism. Recently, as many as 200 buses were out of service because of vandalism. This is from a total of 2200 of which 1200 are always undergoing routine maintenance. Damage is estimated to be costing Glasgow £150,000 a year. The curfew was re moved when the crews were promised police protection.
