Which of the following most accurately describes the problem?

• With the exception of hijackings, where the situation fluctuates from year to year, there has been a substantial and almost unbroken decline in the number of goods vehicle thefts in London over the past eight years.

Figures supplied by Scotland Yard show that the number of thefts of or from vehicles in the street in the Metropolitan police district fell from 3219 in 1971 to 2029 in 1972. The value of the goods stolen, however, went up slightly from £660,000 to /686,000.

There was an improvement in the hijacking figures. The value of the goods stolen in the 30 hijackings in 1972 was £443,000 as compared with £655,000 from the 36 cases in 1971.

Last year there were 815 thefts of goods vehicles from private premises, containing goods valued at £303,000. Comparable figures for 1971 were 1254 thefts and 217,000.
