Which of the following most accurately describes the problem?

DEMONSTRATIONS of the Scammell Scarab mechanical horse were given on Monday at the Scammell works at Watford, and at the Victoria brewery of Watney, Combo and Reid, Ltd., to a party from the Carlsberg Brewery in Denmark. The party includes four of the Carlsberg concern's executives, but consists mainly of men and women who are engaged in brewing. They have come to England to study road transport.

At present, Carlsberg uses about 200 horse vehicles, which are to be replaced by motors. Interest is said to be centred mainly in the Scammell Scarab.
