Which of the following most accurately describes the problem?

PERMISSION to run 300 Festival excursions from Leicester and 100 from Hinckley was granted to the Birmingham and Midland Motor Omnibm Co., Ltd., by the East Midland Licensing Authority, at a sitting in Nottingham last week.

The Authority, Mr. J. W. Fletcher, limited excursions from Leicester to London to 10 coaches a day on not more than 30 days, and to five coaches on not more than 20 days from Hinckley. Objections were lodged by British Railways, and Provincial Garage (Leicester), Ltd., concerning the Leicester excursions.

Mr. J. Langham, for Provincial Garage, said that his client ran over 30 excursion coaches to London last year. The Metropolitan Licensing Authority had ruled, however, that this year only 12 would be allowed to enter his area because of traffic congestion.

"If this Midland ' Red ' application is granted in Nottingham, the effect will be to transfer to another company that' part of an excursion facility which the Metropolitan Authority has withdrawn from my company," he submitted.

Mr. J. B. Griffith, for the applicant. replied that his company wished to gain no unfair advantage. It was more than likely that the company would not run excursions up to the limit applied fOr. Mr. Fletcher thought that Festival excursions would form an entirely new traffic, not to be considered competitive with existing services.
