Which of the following most accurately describes the problem?

ND months after the Trans-Alpine Mont Blanc rinel reopened to trucks, drivers travelling tween France and Italy are still using the ternative route through the Frejus tunnel. According to figures in French newspaper Tribune, Frejus tunnel operator Societe du nnel du Frejus says that between April and ly an average of 4,200 trucks passed rough the tunnel each day, down only 7% mpared with when the Mont Blanc tunnel was )sed for repairs.

In contrast there was a daily average of only 0-500 trucks travelling through the Mont anc tunnel between 25 June—when it reined to HGV traffic—and 13 August.

Michel Bouvard of the political party RPN Is that before the fire in the Mont Blanc nnel in 1999, In which 39 people were killed, le volume of traffic passing through the two nnels was equal.

He believes that the decline in Mont Blanc's }polarity could be due to the system of lanerection control which can delay a truck by an hour if it happens to arrive at the tunnel at the wrong time.

III The Swiss authorities say they will now allow only 3,000 trucks a day to travel through the St Gotthard Tunnel,

According to the Road Haulage Association's International Bulletin, only two or three HGVs will be allowed through the route every minute.

If the 3,000-truck daily limit is exceeded police will divert traffic to alternative mutes including the Simplon Pass and Grand St Bernard.

The move has been condemned by the International Road Transport Union.

A spokesman says: "This move will continue to mess up the haulage industry and will see the tunnel running way below its capacity While it will restrict trade on the Italian side," he adds, "it will also have an effect on Swiss business.

"The authorities say that they want to transfer traffic to rail but there is not the capacity to do so."
