"Everybody knows electrical connections do sometimes deteriorate," says Lucas Kienzle general manager Fred Kay. "When the DTp says the equipment does not need periodic checks it is showing its lack of understanding of the whole issue." He fears industry self regulation will lead to a decline in standards.

However, the Road Haulage Association says it is not worried about the regulations and accuses Lucas Kienzle of complaining because of self interest.

The Freight Transport Association, which is still debating the proposals, says it is concerned about the DTp's decision not to fix the fees of those firms authorised as speed limiter sealers — unlike other statutory fees such as MoTs.

According the the DTI): "We believe the fee should, at least in the first instance, be left to market forces."
