Which of the following most accurately describes the problem?

A YOUNG Workers Scheme to start early next January aims to encourage employers to recruit more young people at realistic rates of pay. The scheme was first announced by Prime Minister Margaret Thatcher in July.

Employers will be able to claim allowances for young people taken on before the scheme starts, can claim for a, maximum of 12 months, starting from January 4. For an employee who is earning less than £40 a week, an employer is entitled to £15 a week, and for those earning between £40 and £45 a week, an employer can claim £7.50.

If the employee is under 18 and is in his or her first year of employment on the day on which payments are first claimed, and whose earnings are within these limits, the employer is entitled to an allowance, The payments will cease 12 months after the first date for which payments were claimed by an employer. Earnings and working hours will be averaged out over the quarter, and no payments will be made for the quarter if working hours were less than 35 or where average earnings were £45 or more. If the job is only to be casual or last less than eight weeks, no payments will be made.
