Which of the following most accurately describes the problem?

The fitting of reflective rear markings on commercial vehicles is governed by The Motor Vehicle s (Rear Markings) Regulations 1970 as amended by the further regulations which came into force in 1972. In general every motor vehicle exceeding 3 tons unladen and every trailer exceeding 1 ton unladen must carry reflective rear markings as laid down in the schedule to the 1970 Regulations.

Since November 1, 1971 prescribed vehicles which do not exceed 13 metres and prescribed trailers which do not exceed 11 metres should be fitted with reflective rear markings. Vehicles and trailers which exceed these dimensions must be fitted with markers which state "Long Vehicle."
