Which of the following most accurately describes the problem?

Lancashire County Fire Brigade is answering its longest call this week, but if there's a fire at the end it will only be a practice one. A Bedford dual-purpose appliance in fluorescent Rocket Red left Dover for Zeebrugge yesterday morning en route to Rendsburg, West Germany, which is "twinned" with Lancaster. This 600-mile trip is the latest exchange visit between the two towns, and is at the invitation of the Burgomeister of Rendsburg who on Saturday opens the town's new fire station. The British Army Fire Service is playing host to the Lancastrians for part of their stay. For the rest of the time the crew will be staying at the homes of local firemen.

For one member of the crew it's something of a sentimental journey: he is Leading Fireman Wolff, who is an ex-Luftwaffe pilot who was shot down over the North Sea in 1943 and ended up by settling down in England and marrying a lass from Lancashire.
