Which of the following most accurately describes the problem?

• A roll-on /roll-off unit, a Durnpmaster and a tanker were added to a B licence belonging to Purle Waste Disposal (West Midlands) Ltd., based at Shilton, in Birmingham on Wednesday. The application was heard by the West Midland LA, Mr. J. Else. Objections were entered by two companies but they did not attend the hearing.

Counsel for Purle Waste, Mr. G. H. P. Beames, said that all three vehicles were wanted to carry industrial waste and two were also for toxic liquids. He presented the LA with two letters in support of the application.

Mr. 0. B. Henry, director of Purle Waste, said he had 20 vehicles based at Shilton, including one roll-on/roll-off unit, and a Dumpmaster. The roll-on/roll-off unit was working for Standard Triumph Ltd., who required the use of a second unit. If the Dumpmaster had a breakdown Purle Waste would be in real difficulty, so another Dumpmaster was needed. A certain amount of acid was carried but it had proved harmful to mild steel containers: a more suitable tanker was required.

In the past four months, said Mr. Henry, the average turnover per month had risen from £15,500 to £17,500. It was not his company's practice to interchange vehicles between depots.

A customer witness, Mr. J. A. Ridler, of N. C. Joseph Ltd., holloware manufacturer from Stratford, told the LA his company had to dilute its acid so that it could be carried in mild steel tankers. A new tanker was wanted to dispose of this problem.
