Which of the following most accurately describes the problem?

• Whitehall has dashed a Hook Norton, Oxon, haulage contractors hopes of moving his controversial business .to nearby Bloxham. The Minister of Housing and Local Government last week confirmed Oxfordshire county council's decision not to allow Mr. Derek Benfield to develop a site at Blue Pits, Bloc: ham, as a garage and petrol station.

Now Mr. Benfield has said his firm—which has brought many protests from local residents about noisy lorries—will remain in the centre of the village. The Minister ruled against the site on traffic safety grounds and because it would be an intrusion into a rural area.

Commenting on the decision, Mr. Benfield said: "This is the fourth time we have attempted to move and we Will not be looking any further. I am not moving'from the centre of the village. Despite the protests, they will not approve any of the sites we have put forward and we will not be pushed anywhere'. We have articulated lorries now and the villagers are just going to. have to put up with the row and the inconvenience."
