Which of the following most accurately describes the problem?

• WS Hunts Transport's plan to vary the number of vehicles at its existing operating centre and to add a further operating centre, ran into stiff opposition from Surrey County Council, Runnymede Borough and local residents, when the company appeared before the South Eastern & Metropolitan Deputy LA John Stevenson.

The company was seeking to reduce the number of vehicles authorised at 71 Brox Road, Ottershaw, Chertsey from 30 vehicles and I B trailers to 23 vehicles and nine trailers; and for authority to base six vehicles on land at the rear of 82 Brox Road with one vehicle and one trailer at Woodbridge Pork, Guildford.

Patrick Knowles, technical officer in Runnymede's environmental services department, maintained that both the Brox Road sites were unsuitable. He considered that the level of dust, fumes and noise in what was mainly a residential area was unacceptable. Adjourning the hearing for a week, the DLA said he proposed to visit both sites in the intervening period.
