Which of the following most accurately describes the problem?

• The Road Haulage Association has received two 1990 pay claims — both for a £15 rise in basic HGV rates.

The Metropolitan and South East area Joint Industrial Council, which is made up of the RHA. Transport and General Workers Union and the United Road Transport Union, also wants a supplement to cover the additional cost of living in the South-East.

Other claims include a 22 increase in overnight subsistance pay; five weeks holiday after one year's service; substantial increases in loss of HGV licence and welfare benefits; and a shorter basic working week of 39 hours.

Two new items also listed are bereavement leave and meal allowances, and the unions also want employers to pay the cost of HGV medicals for staff over the age of 45, which will soon become compulsory.

The Southern area claim includes a 22 rise in overnight subsistence; five weeks holiday after four years' service; and a 21 rise in meal allowances.
