Birmingham City Council has more than 1,000 meter heads for sale, since installing payand-display machines in the city centre. It expects to sell most of them to other councils in Britain and Europe, but is offering them to the public at £15 apiece. But I've an idea that installing them as a profitmaking enterprise might not meet with official approval. . .
