application indicated a whole course of irregular operation: caravan haulage was riddled with piracy. Mr. P. Kenny, on behalf of four licensed operators objecting to an application by Wyndser Taxis, Keighley, for a B licence for two Vauxhall cars to tow caravans, made this submission to the Yorkshire Licensing Authority at Leeds last week.

The objectors were Messrs. Boustead Bros., Huddersfield, Reliance Caravan Towing Services, Hudders0eld, Messrs. J. L. Brown, Leeds, and Messrs. J. Ashton, Leeds.

Mr. A. Spencer, the applicant, said that he started in the taxi business in 1954. He had many requests from all• over the country for caravan towing and had worked for a Mr. P. Lansdall, towing caravans to the east coast, London, Bedford and other places. Mr. Lansdall was now seriously ill and had given up the work. There was no other licensed operator in Keighley and he had refused 70 or 80 applications last summer.

Mr. Spencer ' said that so far as he knew, Mr. Lansdatl had a B licence. The

Authority interposed that Mr. Lansdalt had never. held a licence.

The manager of Caraland, Ltd.. Guiseley, gave evidence that although they had three towing vehicles of .their own, at peak periods they were frequently unable to cope. He had employed both Mr. Lansdall and Mr. Spencer.

Mr. Kenny said that Messrs. Boustead Bros. were asked by Caralands on July 19 to collect a caravan from Amersham. When they arrived they found it had already been collected by Mr. Spencer and had to return empty. I-le submitted there" were ample licensed towing facilities in Yorkshire.

Mr. D. Potterton, for Mr. Spencer, said that many people were not aware that a licence was needed for caravan towing, and the local taxation office at Bradford had advised them a licence Was not required. The application was made to regularize the position.

The Authority, refusing the application, said that need had . not been proved. •
