Which of the following most accurately describes the problem?

A meeting, which-was largely attended by tradespeople, was held recently at Southend to protest against the corporation running motorbuses, the view being held that private enterprise has been able to meet the passenger transport demands of the borough. For the corporation is was contended that the running of municipal buses was essential because the trams were being operated at a loss. This is certainly a clear statement of fact, and it is also a siga of the general change of front on the part of municipal authorities towards the motorbus.
