Which of the following most accurately describes the problem?

• Local residents have succeeded in getting environmental conditions imposed on operations from Lliw Valley Borough Council's Brighton Road, Gorseinon depot. The council had applied to increase its authorisation at the depot from three to six vehicles.

Transport manager Lawrence Horder said that it was not anticipated that more than four vehicles would be operated.

For the six residents, Elaine Richards complained that vehicles had been leaving the depot as early as 05:20hrs, Ian Whetterton, the council's

engineering service manager, said that vehicles should not leave before 06:00hrs and should return by 16:30hrs. He assured the residents that there were no plans to use more than two refuse vehicles from the site.

Granting the increase, South Wales Deputy Licensing Authority Lyndon Davies imposed conditions that not more than four vehicles be at the operating centre at any one time; that no vehicle leaves before 06:00hrs except in emergencies; that no vehicle returns after 17:00hrs; that no engines are started before 06:00hrs; that no vehicles are to be operated on Sundays; and vehicles going in and out must always be in a forward gear.
