Which of the following most accurately describes the problem?

• A bid by a London council to restrict traffic on the busy South Circular trunk road would slow rush-hour traffic to under 161cm/h and mean lorries and cars diverting to residential streets, the Movement for London claims.

The Movement — whose members include the Freight Transport Association and the Road Haulage Association — is resisting an attempt by Lewisham to turn the South Cirurlar into a "local road" at a public inquiry this week.

It claims the proposal would mean a different system in the Lewisham section of the road from that in neighbouring boroughs. The council wants to remove signs to the road and is resisting improvements designed to increase the volume of through traffic.

Lewisham has a statutory right to control the South Circular — all trunk roads are the responsibility of the gov ernment. The MFL says the proposal conflicts with development plans for Greater London and ignores guidelines set by the Department of Transport for London boroughs.
