A The Transport Act 1968 PI1 provides for the licensing of freight transport operators in the UK. The legislation is aimed mainly at road safety and, in brief, a licensed operator is expected to make provision for the proper maintenance of his vehicles and for the keeping of records by his drivers. He is asked to show he is a fit and proper person to hold a licence and that he has sufficient financial standing to ensure that he can ensure the roadworthiness of his vehicles.

However, to obtain an 0 licence here, you would need to establish a permanent operating base in the UK from which you will operate your vehicles and maintain the statutory records. The Licensing Authority to whom you apply for a licence will depend on the situation of that base.
