FEE Prime Minister detached transport from the Environment Department "because of the importance of transport in the development of the economy and in social and environmental questions."
Stating this in the Commons last week, Mr Callaghan added that in making decisions the Secretary of State for Transport would have regard to all these factors.
There would, he added, be full consultation with the Department of the Environment on the environment aspects of transport policy.
In addition, the two Secretaries of State would jointly appoint inspectors to hold inquiries into trunk road and national motorway schemes in England. The inspectors would report to them jointly, and they would jointly decide.
The existing system of regional offices which covered planning, transport, housing and environmental issues would be maintained and would provide a joint service to both Ministers, said Mr Callaghan.
