Which of the following most accurately describes the problem?

• Mr J. L. Barber. superintendent of Hull Corporation cleansing department, last week said that the DoE plan to extend plating and testing to local council vehicles could well mean a need to purchase two additional refuse vehicles involving expenditure of up to £16,000.

The policy of the corporation was to operate the 70 vehicles in the department for 10 years. and Mr Barber noted that a 10-year-old vehicle would obviously not so easily pass the test as a two-year-old one. As well as possibly having to buy new refuse lorries they would have to meet an annual bill of more than £500 for preparing the fleet for testing, in addition to the test fees.
