Which of the following most accurately describes the problem?

A PROPOSAL by Mr. Gerald Ashton, 2-1 national clerk of the course of the Lorry Driver of the Year Competition, that a fee of 11 be levied on a driver making a protest at the final was unanimously approved at the annual general meeting of the LDOY national organizing committee on Monday. An amendment that a protest fee be levied at eliminating contests was overruled. if a protest is allowed, or if it is disallowed but is considered reasonable, the fee will be refunded. the object of the levy being to discourage frivolous protests and to save the time wasted in dealing with them.

Following a long discussion on the practical value of result cards and some criticism that they slowed down test procedures, 16 members were in favour of the cards as a means of standardizing the recording of results, whilst five members opposed their use. An amendment to the regulations that vehicles in Class A should be "over 20 cwt, registered unladen weight "instead of "from 20-1 cwt. registered unladen weight" was approved.

Provisional approval was given to the choice of September 18 as the date for the final of the 1966 competition.
