Which of the following most accurately describes the problem?

DURING the whole of last week, the Appeal Tribunal was engaged in hearing two appeals 'by McNamara and Co. (1921), Ltd., against the refusal of the West Midland Licensing Authority to grant A licences for vehicles attached to the company's Birmingham base, In October, 1936, the concern applied for the renewal of A licences for 37 articulated vehicles, 20 being forlong-distance work and 17 for local transport. Licences were granted for 29 machines, 17 for long-distance operation and 12 for local service.

Subsequently, the company applied for licences for the eight vehicles which the Authority had previously declined to authorize. On this application, licences were granted foi' four vehicles for local work, but the remaining machines were refused.

The object of the appeals was to secure either an Order authorizing the vehicles refused on the second application, or one granting licences for the whole of the fleet, which was the subject of the original application. It was submitted that it was necessary for the company to have its own vehicles, and staff, and ought not to have to resort to hiring, in view of the high-class business which it carried on, at cornparative,ly expensive rates.

When the case concluded last Friday, it was stated that a decision could not be given until the week commencing November 27. The L.M.S. and G.W. railway companies responded to the appeals.
