THE NORTI I EASTERN Traffic Commissioner Tom Macartney has ruled that transport manager Patrick McCann, who was nominated on three licences and who stormed out of a public inquiry mouthing obscenities at the TC, (CM 17 March) has lost his repute.

The TC also revoked the licences held by two of the operators, Christina Potter, of Leeds, and .ICK Haulage, both of Bradford. He suspended the licence of third operator James and Lisa Brough, trading as L& A Trucking, until they produce evidence of a CPC qualified transport manager in place who would have a real, physical presence and exercise responsibility for the fleet.

The TC said McCann had declined to provide full details of the systems he recommended to the operators. McCann left the public inquiry when asked questions concerning his personal involvement and responsibility with the three licences. McCann had failed to satisfy him of his ability to exercise full and effective responsibility in his function as transport manager. in the past and in the future.

In revoking the Potter licence, the TC said her transport manager had left the public inquiry before any explanations could be given for a conviction for a 16.8% train overload on 31 January, an 'S' marked prohibition on 9 June 2004 and other prohibitions, or the lack of first-use, or subsequent, safety inspections for one of her specified vehicles.
