Which of the following most accurately describes the problem?

• Four experimental London Transport mini-bus routes will start at the end of the summer, it was announced this week. Sixteen diesel-engined Ford Transits with 16-seat Strachans bodies are expected to be ordered following a Greater London Council meeting next Tuesday. They will be painted in LT red and a new distinctive motif is currently being designed.

The minibuses are being paid for — the total cost will be about £45,000 — by the GLC which originally asked LT to prepare a feasibility study. The council's policy and resources committee has recommended the full council to accept the four routes which were drawn up after joint consultation between LT and the London Transport Passengers Committee.

The proposed routes will be between: New Elt ham station and Bromley; Southgate station and Enfield; Brixton and Dulwich village; and a cross-Camden service from Cricklewood to Archway Station.

Committee chairman Mr Horace Cutler said after riding on a borrowed minibus on Tuesday: "We are delighted to try out any bright idea which will make public transport more attractive to Londoners." The experiment is expected to last for several months and the 10p flat fare on all routes will then be reviewed. One of the safeguards of the experiment is that LT will not be liable for any loss incurred.
